The Implementation of Policy on the Development of Micro Enterprises in the Culinary Sector in Serang City

Abstract

Micro enterprises are the most common type of business operated by communities across Indonesia, including in Serang City. The dominance of the culinary sector among these enterprises presents various challenges, such as incomplete business legality, limited access to online markets, difficulty in obtaining raw materials, and inadequate use of technology for attractive product packaging. These issues require serious attention from the local government, which is responsible for implementing development policies for micro enterprises, particularly in the culinary sector, to help them overcome existing barriers and grow into competitive, independent, and sustainable businesses. This study aims to analyze the implementation of policy on the development of micro enterprises in the culinary sector in Serang City. The research employs Charles O. Jones’s public policy implementation theory, which includes three interrelated dimensions: organization, interpretation, and application, and applies a qualitative descriptive method. The findings indicate that although the implementation of these policies has been carried out, it has not yet been fully effective due to several obstacles, including limited budget allocation, ineffective coordination and communication among policy implementers, and constraints in determining the number of program participants.
