This study evaluates the implementation of the Gradual Contribution Payment Plan (REHAB) Program at the Serang Branch Office of BPJS Kesehatan. The program is intended to assist participants in the independent segment, particularly Non-Wage Recipient Workers and Non-Workers, in settling accumulated contribution arrears through a structured installment mechanism. This research addresses how the implementation of the REHAB program is carried out and assessed at the institutional level. A descriptive qualitative approach was employed to gain an in-depth understanding of the program’s implementation. Data were collected through observation, in-depth interviews, and documentation, and analyzed using the qualitative data analysis framework proposed by John W. Creswell. The evaluation framework refers to policy evaluation criteria introduced by William N. Dunn, which include effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The findings suggest that the REHAB program has generally been implemented in an effective and relatively optimal manner. Participants perceive the program as beneficial due to its flexibility in managing outstanding contributions. However, several challenges remain, particularly in terms of uneven dissemination of information and limited public awareness. These issues are more pronounced among elderly participants who face constraints in accessing digital communication platforms. This study contributes to the literature by providing empirical insights into the implementation of a public policy program that has received limited academic attention, while also offering practical implications for improving policy outreach and inclusivity in public service delivery.
