Kajian Terhadap Implementasi Program Perlindungan Anak Terpadu Berbasis Masyarakat (PATBM) di Kecamatan Balaraja Kabupaten Tangerang Provinsi Banten

The high rate of violence against children has prompted the government to formulate policies that focus not only on case handling but also on prevention efforts. One such initiative is the Community-Based Integrated Child Protection (PATBM) program, which is implemented in various regions, including Balaraja District, Tangerang Regency. This study aims to analyze the implementation of PATBM in Balaraja District using the policy implementation theory of Van Metter and Van Horn. The method used in this study is descriptive qualitative with data collection through interviews, observations, and document studies. The findings indicate that the implementation of PATBM in Balaraja District has not been running optimally. The main problems include: (1) limited communication between the village government and PATBM volunteers, which leads to a lack of understanding of cases of violence against children in the area; (2) low involvement and limited capacity of PATBM volunteers in implementing program activities; and (3) low public awareness and participation, influenced by minimal socialization, the assumption that child protection is entirely the government's responsibility, and social concerns among residents that hinder reporting.
