One such initiative is the Community-Based Integrated Child Protection (PATBM) program, which is implemented in various regions, including Balaraja District, Tangerang Regency. This study aims to analyze the implementation of PATBM in Balaraja District using the policy implementation theory of Van Metter and Van Horn. The method used in this study is descriptive qualitative with data collection through interviews, observations, and document studies. The findings indicate that the implementation of PATBM in Balaraja District has not been running optimally. The main problems include: (1) limited communication between the village government and PATBM volunteers, which leads to a lack of understanding of cases of violence against children in the area; (2) low involvement and limited capacity of PATBM volunteers in implementing program activities; and (3) low public awareness and participation, influenced by minimal socialization, the assumption that child protection is entirely the government's responsibility, and social concerns among residents that hinder reporting.</em></p> Umi Rusmiati, Suwaib Amiruddin Copyright (c) 2026 Journal of Geopolitics and Public Policy (JOGPP) https://www.journal.epistemikpress.id/index.php/JOGPP/article/view/537 Fri, 01 May 2026 00:00:00 +0700 Evaluasi Implementasi Program Rencana Pembayaran Iuran Bertahap (REHAB) di BPJS Kesehatan Cabang Serang https://www.journal.epistemikpress.id/index.php/JOGPP/article/view/513 <p><em>This study evaluates the implementation of the Gradual Contribution Payment Plan (REHAB) Program at the Serang Branch Office of BPJS Kesehatan. The program is intended to assist participants in the independent segment, particularly Non-Wage Recipient Workers and Non-Workers, in settling accumulated contribution arrears through a structured installment mechanism. This research addresses how the implementation of the REHAB program is carried out and assessed at the institutional level. A descriptive qualitative approach was employed to gain an in-depth understanding of the program’s implementation. Data were collected through observation, in-depth interviews, and documentation, and analyzed using the qualitative data analysis framework proposed by John W. Creswell. The evaluation framework refers to policy evaluation criteria introduced by William N. Dunn, which include effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The findings suggest that the REHAB program has generally been implemented in an effective and relatively optimal manner. Participants perceive the program as beneficial due to its flexibility in managing outstanding contributions. However, several challenges remain, particularly in terms of uneven dissemination of information and limited public awareness. These issues are more pronounced among elderly participants who face constraints in accessing digital communication platforms. This study aims to evaluate the implementation of the Road Traffic and Transportation Management Program (LLAJ) in reducing traffic accidents. The research employs a qualitative descriptive approach, with data collected through interviews, observations, and document analysis. The analytical framework is based on the policy evaluation model developed by Leo Agustino, which includes five dimensions: human resources, institutional capacity, infrastructure and technology, financial support, and regulatory framework. The findings reveal that the LLAJ program has not been implemented optimally. The main constraints are not related to regulatory inadequacy, but rather to weak implementation capacity. Specifically, the study identifies stagnation in human resource development, with no technical training conducted since 2018 and a personnel deficit of 36.67%. Institutional limitations are reflected in weak coordination and the discontinuation of public safety campaigns since 2023, resulting in limited community outreach. Although technical facilities for vehicle testing are available, public service infrastructure and technological utilization remain inadequate, and planning processes are largely reactive due to reliance on external data. Financial constraints emerge as the most critical factor, affecting all other dimensions and limiting program sustainability. Meanwhile, regulatory support is relatively strong but lacks effective enforcement due to resource limitations. This study concludes that there is a significant gap between policy design and implementation. The program tends to emphasize administrative and physical outputs rather than preventive measures targeting road user behavior. However, its implementation in practice continues to encounter various challenges. This study aims to evaluate the implementation of the market service retribution collection policy in Serang Regency in 2024, focusing on Padarincang Market and Serdang Market as case studies. This research employs a descriptive qualitative approach. Data were collected through in-depth interviews, field observations, and documentation, and analyzed using the Creswell model. The analytical framework is based on the public policy evaluation model proposed by Leo Agustino (2023), which includes five dimensions: apparatus resources, institutional aspects, facilities and technology, financial capacity, and regulatory support. The findings indicate that the implementation of the market service retribution collection policy has not yet achieved its intended objectives. In terms of apparatus resources, limitations in the number of personnel, uneven task distribution, and weak field supervision hinder effective implementation. From an institutional perspective, although multiple stakeholders are involved in market management, coordination and collaboration remain irregular and unstructured. In the dimension of facilities and technology, the collection process is still conducted manually with limited administrative support. Financially, budget constraints restrict the optimization of market management, particularly in maintaining infrastructure. Meanwhile, although the regulatory framework formally exists, its implementation has not been fully aligned with established Standard Operating Procedures (SOPs). The ritual, which involves finger amputation as an expression of grief, reflects deep symbolic meanings related to loyalty, loss, and spiritual balance within the community. However, the practice also raises critical concerns regarding health risks, psychological trauma, gender inequality, and human rights protection. This research aims to analyze the tradition through a multidisciplinary lens and propose a policy-oriented approach for its transformation. The study employs a qualitative method, combining literature review, non-participant observation, and semi-structured interviews with medical professionals. The analysis is grounded in sociological and psychological theories, including social fact theory, symbolic interactionism, moral development theory, and cultural trauma theory. Findings indicate that Iki Palek functions as a socially enforced norm that reinforces collective identity and solidarity, yet simultaneously produces significant physical harm, long-term psychological distress, and disproportionate burdens on women. From a public policy perspective, the study identifies a fundamental tension between cultural preservation and the protection of human rights. Direct prohibition is deemed ineffective due to the strong cultural legitimacy of the practice. Instead, the study proposes a transformative policy approach that replaces harmful physical rituals with symbolic alternatives while preserving cultural values. This approach emphasizes participatory engagement involving local governments, indigenous leaders, health institutions, and human rights bodies. The study concludes that culturally sensitive and human-centered policy interventions are essential to reconcile tradition with modern principles of health, equality, and human dignity.
